In 1999, Navarro became the youngest citizen ever to be elected to the mayoral office in Panama. Navarro has had an impressive career in public service. TIME magazine selected Navarro as one among the planet’s 100 most promising leaders in 1994 and named him one of the key Latin American Leaders for the new millennium in 1999. Mr. Navarro previously served as the Panamanian representative to the World Conservation Union, again becoming the youngest member to serve on this council. The President of Panama appointed Mr. Navarro as the first ever Environmental Ambassador of Panama, a position in which he served as advisor to the Panamanian government on environmental issues. Mr. Navarro also founded ANCON, Panama’s top environmental non-profit organization.
